On 6th October 2011, the Regulatory Authorities published a decision paper on the metrics to be used for monitoring the divergence of the market schedule from the dispatch, for the purpose of assessing material level of harm that can be shown to impact negatively on the ability of the SEM Committee to meet its objectives in the context of its overall strategic direction. The title to this paper has been augmented to reflect a more succinct notion of what the paper is reporting, namely, the cost of constraint payments within the SEM.
This paper sets out high-level findings of this monitoring as well as providing commentary on the trends and an indication of the main drivers behind each metric up until the end of 2013. The SEM Committee will continue to monitor each metric and will publish a high level assessment on at least an annual basis.
