Statutory Instrument 570 of 2011 requires that a person who is licensed as a transmission system operator in Ireland under Section 14 (1) (e) of the Electricity Regulation Act 1999, or a transmission system owner under section 14 (1) (f) must ensure that he is certified as a transmission system operator in accordance with the procedures under the legislation at all times when he acts under the authority of that licence.
On 5 December 2011, the SEM Committee published its guidelines for the certification of the transmission system operator in Northern Ireland SEM-11-013(i). A similar guidance note is now being provided for the certification process in Ireland.
