The SEM Committee in its decision on treatment of constraints in tie-break situations required the TSOs to model and consult on constraint groups. The consultation paper (SEM-12-076) was published on 28th August 2012. The TSOs made their recommendation to the SEM Committee in February 2013 and the SEM Committee has now made its decision.
