The Regulatory Authorities publish for consultation today 8th June 2009 the proposed rates for harmonised all-island ancillary services payments and other system charges which are scheduled to go-live on 1st October 2009.
The rates consultation paper was developed jointly by the Transmission System Operators (TSOs) in Ireland and Northern Ireland, EirGrid and SONI respectively. The proposed rates build upon the February 2008 High Level Decision policy paper (SEM-08-013) issued by the Regulatory Authorities and are consistent with the Regulatory Authorities’ decision paper (SEM-09-003) on the detailed arrangements published in January 2009.
The consultation paper presents proposed rates for the regulated all-island procurement and payment/charging arrangements, covering:
Ancillary Services:
o Reserve;
o Reactive Power;
o Black Start;
Generator Trip and Short Notice Declaration Charges and,
Generator Performance Incentives.
