Methodology Options for Locational Signals - Consultation paper

The review of locational Signals project was initiated in January 2009 (SEM-09-001) as a joint undertaking by the RAs and the System Operators to address the significant concerns raised by market participants in response to previous consultations on TUoS and TLAF consultations.

This consultation paper from the System Operators presents a wide range of methodology options to be considered for the implementation of location signals (TUoS and TLAFs) on the island of Ireland.

The paper takes into account feedback from a work shop and a survey (via questionnaire) in March 2009 of market participants as well as a number of position papers submitted by interested parties with regard to locational signals. The results of the survey were published on the AIP website in April.

Following this consultation, the SOs will continue to develop the preferred option(s), with the aim of producing a more detailed consultation paper (including indicative tariffs) focused on the preferred option(s). This will be followed by decision papers from the RAs. It is expected that the new arrangements for Locational Signals will go live by Q4 2010.
