Future Arrangements for System Services – DASSA Design Decision Paper

The SEM Committee today, 18th September 2024, publishes its decision on the Future Arrangements for System Services DASSA Design. This decision is made by reference to a public consultation held by the TSOs and a subsequent Recommendations Paper submitted by the TSOs on 31st July 2024.

Overall, the SEM Committee considers that the TSOs have developed a strong set of recommendations, in terms of proposals to deliver an ex-ante market which maximises the ability of providers to participate, and in ensuring there are appropriate incentives for units to remain committed to market positions and to participate in secondary trading.

The SEM Committee considers proposals in relation to qualification, registration and settlement to be well developed. These proposals align with the HLD and offer flexibility and practicality for existing service providers and future service providers, to participate in the market.

Following on from this, the TSOs will review the Phased Implementation Roadmap in the context of overall delivery of the project and any additional consultations required from this decision.
