Capacity Market Code Modifications - Working Group 19 Decision Paper

On 9 July 2021, the RAs published the Capacity Market Code Modifications Consultation Paper (SEM-21-055) relating to the proposed modifications:

• CMC_05_21: Substitution of Candidate Units;
• CMC_06_21: NIRO and the CRM: Compliance with State aid approval;
• CMC_07_21: Reduced Applications for Qualification;
• CMC_08_21: Ex-post Verification of Compliance with the CO2 Limits;
• CMC_09_21: Addition of time for RAs consideration of SFC Extension Request;
• CMC_10_21: Modification to the provisions for Market Registration of Demand Side Units;
• CMC_11_21: Extension of ASTN Arrangements.

The consultation period for this proposal ended on 10 August and today, 21 September 2021, the SEM Committee, publish the decision paper, setting out the following decisions for each proposal:

• CMC_05_21 – Rejected;
• CMC_06_21 – Approved for Implementation;
• CMC_07_21 – Approved for Implementation;
• CMC_08_21 – Approved for Implementation;
• CMC_09_21 – Approved for Implementation;
• CMC_10_21 – Undertake Further Consideration;
• CMC_11_21 – The decision on this proposal remains a minded-to position to approve, pending further analysis and the provision of an Impact Assessment by the System Operators.
