Capacity Market Code Working Group 18 Modifications Timetable The Capacity Remuneration Mechanism (CRM) is a competitive element of the Single Electricity Market designed to ensure electricity security of supply across the island of Ireland. Competitive auctions secure the necessary capacity to meet demand for delivery in a specified year. Section B.12 of the CMC sets out the Modifications process and contains details in regards to submitting a proposal, the process of discussing proposals through Working Groups and the consultation and decisions process. During Working Group 18, which took place on 11 March 2021, four proposals were presented. This timetable relates to how the RAs plan to consult and make a decision relating to the following proposals:
This modification proposes to amend B.10.4.1 of the CMC to require that the Capacity Auction Monitor provides their report on the Capacity Auction two Working Days after the provisional Capacity Auction Results have been released to Participants.
This modification proposes to change the timeframes by which the System Operator must issue their agenda to participants in advance of a Modifications Working Group.
This modification proposes to modify the process for meeting Substantial Financial Completion, with regard to DSUs and AGUs so as to provide greater flexibility in the delivery of Awarded New Capacity.
This modification proposes to remove the obligations that require DSUs and AGUs to provide verification in respect of paragraphs that do not apply to DSUs and AGUs and replace this obligation with one that relates to the applicable paragraph J.2.1.3(a). Today, 26 March 2021, the RAs have published the CMC modification timetable for these proposed modifications. As set out in the timetable the RAs intend to consult on the modifications from 1 April – 4 May 2021.
